		<description>We may be jumping to conclusions here, there is nothing in any of the articles I have read that states those who are detained before conviction are incarcerated at the tent city.  Maricopa county is HUGE.  Arpaio has a jurisdiction wih over 4 million people, this is just not a rural empty place.  Furthermore, there is nothing that in our founding documents states we have to provide AC, porno or weights to convicts or detainees.  It is not 'punishment' to not provide these luxuries.</description>

		<description>I have mixed feelings about him ... I used to work for the American Correctional Association, so I've seen my share of jails and prisons and have talked to lots of inmates and corrections officers and administrators.

Most folks in corrections see the restriction of freedom (i.e., incarceration) as the only punishment they have been authorized by the courts/state/people to administer. They view their responsibility as keeping the inmates safe within that mandate. If there are opportunities to rehabilitate, great, but not in the form of added punishment. 

So, is Sheriff Joe overstepping the bounds of what our criminal justice system calls for? And if corrections administrators are given this type of latitude, what is the potential for abuse of that "power"?

RE: the innocents, that is a good point. Jails are in fact the hardest corrections facilities to manage because you have all levels of security risk, all levels of suicide risk, innocent people and guilty people all in one facility. My guess is that he does not put those awaiting trial into these programs.

I will say, the part about helping puppies seems pretty cool.</description>

		<description>Harvey does make one good point ... if someone falsely accuses a person of a crime, they can easily wind up on jail -- and there is just one jail in Sheriff Joe's county.
